The process starts with the backplane, which is connected to the CPU's IHS with a layer of thermal paste. This allows for better heat transfer between the two surfaces. The metal surface of the base plate is part of the water block, designed to fill with coolant.
The coolant absorbs heat from the baseplate as it passes through the water block. It then continues through the system and travels up to the radiator through one of the two tubes. The radiator exposes the liquid to the air, which helps it cool, and then a fan attached to the radiator removes the heat from the cooler. The coolant then re-enters the water block and the cycle begins again.
The function of the circulating water cooler is to take away the heat generated by the instrument through relatively low temperature water, so as to keep the temperature of the instrument part at a lower level.
Installation of liquid coolers is usually more complicated than standard air coolers, but it is still fairly simple. Most consist of just a water block, two hoses that circulate coolant, and a radiator. Additional steps include installing a water block, a process similar to installing an air cooler, and then attaching the heatsink and fan in such a way that excess heat can easily leave the PC. Since the coolant, pump and radiator are separate in the unit, little supervision or maintenance is required after installation.

Liquid cooling "distributes heat over more convective surface area (heat sink) more efficiently than pure conduction, resulting in lower fan speeds (better acoustics) or higher total power." In other words, it's more efficient , and generally quieter.
